Background of the Study:
Urban public libraries in Ibadan South-East serve as crucial hubs for knowledge dissemination, community engagement, and cultural preservation. Despite rapid urbanization and digital transformation, these institutions continue to play a significant role in promoting literacy and lifelong learning (Adeyemi, 2023). However, challenges such as inadequate funding, outdated resources, and declining patronage threaten their relevance in the modern era (Olatunde, 2024). This study critically examines the state of urban public libraries, evaluating their impact on educational outcomes and community development. It explores the interplay between traditional library services and emerging digital technologies, questioning how public libraries can adapt to changing societal needs while maintaining their core functions (Balogun, 2025). The research also considers the socio-cultural value of libraries as communal spaces that foster dialogue and social cohesion. Through qualitative assessments and stakeholder interviews, the study aims to offer strategies for revitalizing urban libraries to ensure they remain vital centers of learning and cultural heritage.
Statement of the Problem:
Public libraries in Ibadan South-East face declining relevance due to limited resources and the rapid evolution of digital media.
