Background of the Study:
Urban public libraries in Ibadan South-East serve as crucial hubs for knowledge dissemination, community engagement, and cultural preservation. Despite rapid urbanization and digital transformation, these institutions continue to play a significant role in promoting literacy and lifelong learning (Adeyemi, 2023). However, challenges such as inadequate funding, outdated resources, and declining patronage threaten their relevance in the modern era (Olatunde, 2024). This study critically examines the state of urban public libraries, evaluating their impact on educational outcomes and community development. It explores the interplay between traditional library services and emerging digital technologies, questioning how public libraries can adapt to changing societal needs while maintaining their core functions (Balogun, 2025). The research also considers the socio-cultural value of libraries as communal spaces that foster dialogue and social cohesion. Through qualitative assessments and stakeholder interviews, the study aims to offer strategies for revitalizing urban libraries to ensure they remain vital centers of learning and cultural heritage.

Statement of the Problem:
Public libraries in Ibadan South-East face declining relevance due to limited resources and the rapid evolution of digital media. These challenges have resulted in reduced community engagement and diminished support for traditional library services (Adeyemi, 2023). The study seeks to identify key factors contributing to this decline and propose revitalization strategies (Olatunde, 2024).

Objectives of the Study:

  • To evaluate the current state of public libraries in Ibadan South-East.
  • To assess the impact of digital transformation on library usage.
  • To recommend strategies for enhancing library relevance and community engagement.

Research Questions:

  • What is the current role of public libraries in Ibadan South-East?
  • How has digital media affected library patronage?
  • What measures can be implemented to revitalize urban public libraries?

Research Hypotheses:

  • H₁: Limited funding significantly reduces the effectiveness of public libraries.
  • H₂: Digital transformation has a negative impact on traditional library usage.
  • H₃: Strategic interventions can improve community engagement with public libraries.

Significance of the Study:
This study underscores the importance of public libraries as community learning centers. Its findings will help policymakers and library administrators devise strategies to enhance service delivery and adapt to digital challenges (Balogun, 2025).

Scope and Limitations of the Study:
This study is limited to assessing the relevance and effectiveness of urban public libraries in Ibadan South-East Local Government Area, Oyo State, focusing solely on library operations and community interactions within this region.

Definitions of Terms:

  • Public Library: An institution that provides access to books and other informational resources for the community.
  • Digital Transformation: The integration of digital technology into traditional services.
  • Community Engagement: The process of involving community members in library activities and decision-making.
